Co-President

The Union of the Mediterranean is an intergovernmental organization formed by member-states across Europe and the Mediterranean basin. Seeking stability, human development, and integration, with a strong emphasis on women and youth, it operates on the principles of co-ownership, co-decision making and shared co-responsibility between its members. Its institutions are comprised of the Co-Presidency, the Senior Officials’ Meetings, and the Secretariat. Adopted through declarations upon consensus, its decisions provide the basis for the development of regional dialogue with stakeholders. Dialogues result in projects with a regional focus, providing incentives for partnerships in the area, in coordination with the Union’s Secretariat.

More on the organization

The Union of the Mediterranean is an intergovernmental organization formed by 43 member-states across Europe and the Mediterranean basin. Founded in 2008, it aims to promote stability and integration across the Mediterranean in the context of Euro-Mediterranean Partnership. Seeking to foster human development and promote sustainable development in the region, the Union operates on the principles of co-ownership, co-decision making and shared co-responsibility between the two Mediterranean shores. Its actions emphasize on youth and women in order to address its three strategic objectives: stability, human development, and integration. The Union’s activities are divided into six main areas of action: Business Empowerment & Development, Higher Education & Research, Social & Civil Affairs, Water, Environment & Blue Economy, Transport & Urban Development and Energy & Climate Action.

A system of Co-Presidency is applied to summits, ministerial meetings, and officials’ level meetings, ensuring co-ownership and shared responsibility. Senior Officials’ meetings occur regularly consisting of officials from member states, EU institutions and the League of Arab States dealing with a great scope of the Union’s activities. The Organization’s Secretariat is actively engaged in work coordination including partnerships and project development.

The Union’s actions are comprised of the 3 Ps: Political framework, regional dialogue Platforms, and Projects with regional impact. The first one mainly refers to the annual ministerial conferences, which set forth priorities and agendas for the Union through declarations adopted with consensus. In compliance to the declarations, the UfM Secretariat then constructs platforms for regional dialogue with stakeholders, including government officials, regional and international organizations, the civil society and the private sector, in order to understand the needs of each region, determine best practices and endorse cooperative initiatives. These projects focus on regional development and create the basis for partnerships with the continuous support of the Secretariat through the provision of expertise and opportunities.
