Secretary General

Founded in 1949 by the Treaty of London, the Council of Europe is the first intergovernmental political organization in the continent. The primary aim of the Council was to promote the common European values of democracy, justice and equality after World War II. Today, it is the leading human rights organization in Europe, mandated to protect human rights, democracy and the rule of law. It is located in Strasbourg, France and includes 47 Members-States. The Committee of Ministers, which shall be simulated in Rhodes MRC 2019, is the decision- making body of the Organization and consists of the Ministers of Foreign Affairs of the Member- States.

More on the organization

The Council of Europe was founded in the aftermath of the World War II, by the Treaty of London (1949). Today, it covers virtually the entire European Continent, with 47 Member- States, including all European countries apart from Belarus and Kosovo.

The primary aims of the Council of Europe are the protection and promotion of human rights, democracy, rule of law and unity in the continent by fostering cooperation on legal, cultural, and social issues. The Council, also, addresses issues of prevailing concern such as terrorism, organized crime, cybercrime and corruption, drug abuse, environmental protection, bioethical issues, migration, the prevention of violence against children and women and human trafficking.

In order to address the aforementioned challenges the Council has drafted more than 160 international legal instruments. The most prominent among them is the European Convention on Human Rights (1950), from which emanates the establishment of the European Court of Human Rights (1959). Of utmost importance are, also, the European Social Charter (1961), the European Convention on the Prevention of Torture and Inhuman or Degrading Treatment and Punishment (1987), the Framework Convention for the Protection of National Minorities (1995), and the Convention on Human Rights and Biomedicine (1997).

The Council of Europe is composed of two statutory bodies, the Committee of Ministers and the Parliamentary Assembly, which are supported by a number of specialized Directorates and steering Committees as well as the Council of Europe Secretariat. In Rhodes MRC 2019, the Committee of Ministers shall be simulated. It is the decision- making body of the Organization and consists of the Ministers of Foreign Affairs of the 47 Member- States. The chairmanship of the Committee of Ministers is held for a six-month term. From May to November 2019, France will hold the Chairmanship of the Committee.
